Pre-IRB Review & Information for External Researchers

A pre-IRB review is required for all research projects proposed by an investigator who:

  • Is not affiliated with the Jewish Home,
  • Has not conducted research at Jewish Home before, OR
  • Is a non-research JHL staff member.

NOTE: If the investigator has not previously conducted research at Jewish Home, there are absolutely NO exceptions to this policy as the Pre-IRB review facilitates the research and IRB processes.

Investigators who desire some additional guidance prior to submitting to the IRB can opt to have a pre-IRB review as well.

After the Pre-IRB review, the project can then be reviewed by the IRB if it seems appropriate for the institution. All such projects will be reviewed by the Pre-IRB for:

  1. Scientific merit
  2. Protocol design
  3. Involvement and protection of human subjects, particularly in relation  to evaluation of risks and benefits

Other issues that will also be determined:

  1. General institutional suitability and potential feasibility;
  2. Whether the proposed study is “Research” or “Performance Improvement” (PI), or both;
  3. Whether the proposed study is exempt of IRB review, is eligible for expedited review, or must go to the full IRB committee; and
  4. Suitable Liaisons if none have already been proposed or there is no JHL collaborator.

To submit to the Pre-IRB, read the Instructions for New Proposals by External Researchers and complete the protocol summary form on the Submission Instructions and Forms page.

Note: It is strongly encouraged that Pre-IRB review at JHL occur before submission to any IRBs.

If the PI of a research project is not a member of Jewish Home Lifecare staff and another IRB is required to review the project, the review by the JHL Pre-IRB should occur before submission to any IRB. In the event that this is not feasible, determination would be made on a case by case basis.

Furthermore, any Mt. Sinai Fellows OR Jewish Home Lifecare staff who are Mt. Sinai faculty must determine whether Mt. Sinai requires approval by its IRB (and provide supporting documentation of the determination) before obtaining approval from the Jewish Home Lifecare IRB, even if the project is only being conducted at Jewish Home Lifecare.
